Ugboma urges contractors to complete project on schedule

The Delta State Government has restated its commitment to complete all ongoing road infrastructural projects throughout the state.
The Commissioner for Works, Omordi George Ugbomah gave this indication during an inspection visit to road projects in Asaba, Oshimili South local Government Area.

Omordi Ugbomah said that the state Government was doing every thing possible to get all its contractors back to site so as to utilise this construction season to deliver these projects. He explained that the inspection visit which will be on a weekly basis was to have an on-the-spot assessment of the progress of work on these projects and devise ways of ensuring that they were completed on schedule and according to specifications.

He directed that all drainage work should be networked and keyed into the drainage masterplans of the state government so as to ensure that the towns are properly deflooded. At the Secretariat Road Extension where earth fill was going on, Omordi George Ugbomah expressed satisfaction with the pace of work at the project and urged the contractor to complete the project on schedule.

While inspecting the underground drains to route flood water from "A" Division, Police Headquarters, Ezeugboma and Ezenei Streets to the River Niger, Omordi Ugbomah expressed disappointment at the pace of work and directed that the contractor should be invited to his office to chart an appropriate work schedule.
Omordi Ugbomah also visited the Jesus Saves Road, Onwugbuzie, Ambassador Leo Okogwu streets Road and Drainage and Ojugbana Drive, Nnamdi Halim street road project.

Contractors to use good expertise and equipments to execute jobs -Imegwu

The State Ministry of Works has been asked to properly appraise the capacity of contractors before awarding them major projects. The Chairman, Works and Transport Committee of the State House of Assembly, Honourable Olisa Imegwu gave the charge while hearing the 2010 budget defence of the Ministry.

Honorable Imegwu said some contractors handling major government projects were performing below expectation because they lacked the expertise and equipment to execute the jobs. He said more worrisome was the fact that such contractors had been mobilized to get the projects going but had failed to justify government's commitment.

The works Committee Chairman reiterated the state government's determination to evenly develop the State, adding that contractors should endeavour to be part of the success story of the present administration.

Honourable Imegwu assured contractors that, his committee would continue to encourage them and urged the Ministries to always ensure that contractors who had completed their jobs were paid. The Commissioner for Works, Omordi George Ugbomah said the budgetary provision for the Ministry was inadequate to take care of outstanding commitments.

He told the Committee that payments were being made to deserving contractors within the limits of available funds. The works Commissioner disclosed that machinery had been put in place to monitor the performance of contractors, adding that those not doing well were being sanctioned.

The Commissioner for Transport, Chief Lawrence Osiegbu who was also at the budget defence spoke of the desire of the Ministry to put the traffic situation in the urban towns and cities of the State in the right perspective.

Chief Osiegbu said the funds appropriated for the Ministry were judiciously applied to cover a wide range of areas of need. He expressed displeasure with the performance of contractors handling riverine transportation projects and charged them to brace up or face sanction. The Director General of the Direct Labour Agency, Honourable Festus Ovie Agas also defended the budget estimates of the Agency.

Omotoba expresses satisfaction at pace of work at Asaba International Airport

The Minister of Aviation, Hon. Babatunde Omotoba has expressed satisfaction at the pace of work at the Asaba International Airport, Delta State. Speaking shortly after inspecting the pace of work at the airport y, Hon. Omotoba flanked by the Deputy Governor of Delta State, Prof Amos Utuama (SAN) and members of the State Executive Council stated that he was pleased with the pace of work at the airport. He observed that the airport project is a case of "putting your money where your mouth is," and assured the State Government of his Ministry's support for the project.

The Minister pledged the support of federal authorities to ensure that the dream of the state government about Asaba International Airport is deliver as the project is not only for Deltans but for the usage of all Nigerians. Hon. Omotoba used the occasion to praise Deltans for electing a visionary Governor in the person of Dr Emmanuel Uduaghan saying the people of the state will have great benefit for it.

Earlier, Deputy Governor, Prof.Amos Utuama (SAN) said the project would be delivered satisfactorily and to international standard reiterating that it would provide means of transportation not only for Deltans but people in neighbouring states. Prof. Utuama thanked the Minster for the visit especially for the Ministry's confidence in the ability of the State Government to deliver the airport to standard and on time.

The Chief Executive Officer of ULO Consultant, the company handling the project, Ogbueshi Uche Okpuno said the project would be delivered in the first quarter of next year. He stated that the project would be delivered according to specification as all human and material resources needed for standard construction have been provided.

Ugbomah assures the administration’s commitment on projects in the State

The Commissioner for Works, Omordi George Ugbomah has restated the commitment of the present administration to embark on projects that have direct bearing on the lives of the people in line with it's infrastructural development agenda.

Omordi Ugbomah said this during an inspection visit in some road projects under construction by the State Government in Oshimili North Local Government Area.
The roads include the Obuzor of lbusa Palace Road, Peter Nwaoboshi Road and the Urnejei road all in Oshimili North.
At the Obuzor of lbusa Palace road, the Works Commissioner expressed satisfaction at the pace of work on the five hundred metres road saying that the road will impact positively the community.

The, Commissioner for Local Government Affairs, Chief Pat Mozea who accompanied the Works Commissioner commended Governor Uduaghan for keeping his promise to the Community saying that the Community will continue to support the present administration. On behalf of the Obuzor of Ibusa, the Odogwu of Ibusa, Chief Clement Nwanze commended Governor Uduaghan for fulfilling his promise to construct the road.
The contractor handling the project, Mr. Enebeli Anthony said the road project on
completion will have two side drainage and that the project will be completed on schedule At the Peter Nwaoboshi road, the Works Commissioner commended the Contractor for the pace of work saying the project will be completed before the end of December.

The Contractor ULO Construction, Chief Uche Luke Okpuno said the road is about seven hundred metres.
The Works Commissioner also inspected the three point eight kilometer Umejei's road, Ibusa.

DTSG urged workers to rededicate themselves to infrastructural development

Workers in Delta State Ministry of Works have been enjoined to rededicate themselves to the provision of infrastructural development to the people of the State.

The Commissioner for Works, Omodi George Ugbomah gave this injunction in his office yesterday during his inaugural meeting with management and staff of the ministry.
Omodi Ugbomah asked the staff to work assiduously towards the successfully attainment of the programmes and policies of the State Government especially the three point agenda.


He called on them to work collectively as a team to ensure the acceleration of the pace of qualitative and quantitative infrastructural development in the State.
Omodi George Ugbomah enjoined them to be humble and dedicated in their discharge of their duties and asked them to add value to their services so as to improve productivity.


Earlier, the permanent Secretary of the ministry, Mr. S.V Omekeh congratulated the Commissioner on his appointment and posting to the ministry. He assured the Commissioner of the unfledging support of the workers to the achievement of the policies and programmes of the State Government.
The Commissioner later undertook a familiarisation tour of the offices in the ministry.

Osaji orders Contractor to stop work on Bowen Avenue Dualisation

The contractor handling the Ajamimogha-Okere Road and Bowen Avenue Dualisation projects have been asked to stop work on the bridges along the roads to enable the State Government reconcile noticed discrepancies in the design and quality of on-going work on the projects.

The State Commissioner For Works, Mr. Paul Osaji gave this order when he inspected the progress of work at these projects. He expressed his displeasure at the quality of work on the Okere bridge especially the cast beams and asked the contractor to stop further work on the project so that the Ministry can clear some noticeable defects and ensure improved standard of work at the project.

He however commended the contractor on the quality of work on the medians and kerbs along the road and advised them to maintain the standard. At the Bowen Avenue Road dualisation project, Mr. Paul Osaji asked the contractor to stop the ongoing construction work temporarily on the bridge across the natural waterway so that a re-assessment of the design and length can be done.

This he said is to prevent flood and erosion problems in the area. He asked the contractor to carry out another engineering survey on the site to enable the ministry reach a decision on the design and length of the bridge. Mr. Osaji also directed that caution signs should be put around the bridge site for safety reasons and that temporary access road should be provided for pedestrians. DTSG Orders Stoppage of work on Waterway at Effurun

The Delta State government has ordered a housing developer, Messrs. Solace Fast Foods of Mustard Seed Group, Warri to stop work on a property that is blocking the natural waterway along the PTI-Jakpa Road, Effurun.

The Commissioner for Works, Mr. Paul Osaji gave this order yesterday while inspect the on-going construction work on the P.T.I-Jakpa Road dualisation project.

He told the developer that his construction work on the natural waterway was too narrow and would impede on the free flow of water on the waterway thereby causing flood and erosion to the inhabitants of the area.

He asked them to await the completion of the drainage channels and box culverts on the road so as to align their work with the on-going construction work.

He assured the developer that the work stoppage was in the best interest of the general public, especially those living along the waterway. Mr. Paul Osaji asked that the Ministries of Environment and Lands, Survey and Urban Development should be informed of the order for necessary enforcement.

While commending the contractor on the progress of work on the Road Dualisation, Mr. Osaji directed that more triple box culverts should be constructed on the Jakpa Natural waterway to channel the volume of water properly across the road and to ensure that property along the waterway were protected. He also asked them to redesign the turnoff at the Ekpan Road of the Project so as to prevent motorists running straight into the NPA Expressway.

Indigenous construction firms have been enjoined to develop their capacity, manpower and quality of production in order to deliver quality civil engineering projects and earn patronage from the public sector.
The Delta State Commissioner for Works, Mr. Paul Osaji gave this advice yesterday while inspecting the on-going construction work on the 3.3 billion naira Sapele-Abigborodo-Aworon Road Project.
Mr. Paul Osaji said that indigenous construction firms can compete favourably with their foreign counterparts if they improve the standard of their construction work, increase their manpower, expertise, plants and equipment and adhere strictly to set specification and standard.
He commended Woksons Nigeria Limited for the quality of its plants and equipment and enjoined it to continue to maintain the quality of its project output.

On the Sapele-Abogborodo-Aworon Road project, Mr. Paul Osaji expressed delight with the pace of work and assured that the people of the area would soon reap the benefits of the project. He said that the road project when completed, would open up the coast communities in the area, increase the evacuation of goods and economic produce and improve the social economic lives of the people He commended the construction firm, Wokson Nig. Limited, for mobilized early to site and asked them to increase their pace so as to deliver the project well ahead of schedule.

The Chairman, Woksons Nig. Limited, Chief Willy Oki thanked the state government for the award of the project and promised that his company would deliver the project on schedule as the plants and equipment for the construction are already in place,


At the 1.7 billion naira Okpare-Olomu Bridge and Road project, Mr. Paul Osaji commended the Construction Firm handling the project, Setraco Nigeria Limited, for completing the project on schedule and according to specification. He however asked them to realign the road junctions leading to the bridge so as to improve the traffic to the bridge.

Mr. Paul Osaji also visited the old Aghalokpe/ Arhagba/Ovwori/Adaware/Amukpe Road: Phase I, Agbarho-Okan Road and Bridge and the 6.2 billion naira Ekuigbo/Patani Road Junction, Market Road to Iyede/Patani Road Junction, Ughelli Dualisation Project.

DELTA STATE GOVERNMENT TO PROVIDE DURABLE

In line with its three-point agenda, The Delta State Government has reiterated its desire to provide durable and effective road infrastructure throughout the state to boost its economic base.

The Commissioner for Works, Mr. Paul Osaji stated this during an inspection visit recently to Sapele and Warri North Local Government Areas of the state. He said that the state government would provide roads that have multiplier effects on the economy of the state.

On the Koko - Ugbaegbelemeji Road project, Mr. Paul Osaji stated that the road was meant to open up the area which has a lot of economic and agro potentials and provide alternative route to Koko and Ubeji towns. He said the road would link Delta and Edo states and various agro communities in the area. He promised that the contract process for the project would be completed in the next four weeks and work on the project would commence at the end of the rainy season.

Mr. Osaji also said that work on the 9.7 billion naira
33 kilometres Ugbenu - Koko Road dualisation which would cater for the proposed Koko Export Processing Zone and the Koko Port would soon commence.


In Sapele, the Commissioner had a meeting with the owner of the Land and Buildings, Mr. Alex Akuleye, impacted by the construction of Mission/New Ogorode Road and drains. The Commissioner while empathizing with the owner on the environmental impact, assured him of government's commitment to finding a last solution to the flooding problems affecting his properties occasioned by the drain discharge point. He promised to send a team of engineering experts from Asaba to examine the problem and proffer solutions. He appealed for patience and understanding from all concerned.

CIVIL SERVANTS CHARGED TO IMBIBE THE VIRTUE OF HONESTY

Civil Servants have been told to imbibe the virtues of honesty, discipline and sincerity and obedience to authority in the achievement of set goals and objectives.
The incoming permanent secretary, Ministry of works, Mr. M. Ugbewanko gave this admonition during the handing over ceremony today at the ministry's conference hall.
Mr. Ugbewanko called for co-operation and harmonious working relationship from the workers. He asked them to make punctuality to work their watchword and shun loitering during office hours and insubordination.

Earlier in his brief remarks, the outgoing acting Permanent Secretary and Permanent Secretary, Ministry of Transport, Engr. Sunday Okpako said that the handing over notes contained the ministry's organisational structure, vehicles, projects and accounts balance. He promised him of the workers' cooperation and harmonious working relationship in achieving set objectives.

Highlight of the occasion was the handing over of the documents to the new Permanent Secretary, Mr. M. Ugbewanko.


DELTA STATE GOVERNMENT RESOLVED TO COMPLETE ABARI-ASABA-ASE ROAD

The Delta State Government has reiterated its resolve to complete the Abari-Asaba-Ase Road in Patani Local Government Area so as to provide infrastructural development to the people of the area.

The Commissioner for Works, Mr. Paul stated this today during an inspection visit to the project site. He asked the construction firm, Raycon and Co, Ltd to stop the stock piling of fine sand aggregate but rather pump it straight onto the road as this was defeating the essence of constructing the road. While expressing his disappointment at the slow pace of work on the project Mr. Paul Osaji summoned the contracting firm, Raycon and Co, Ltd to come to his office for a meeting next week Tuesday to chart a new course for the completion of the road project. He also directed that the firm should come along with detailed work programme, technical proposal and financial capacity proposal to the meeting.
He promised regular monitoring of the work on the project site so as to ensure that the project is delivered with the time schedule and according to specification in line with the three point agenda of the state government.

Earlier the project Engineer of the construction firm, Engr. Habib explained that the terrain and inclement weather have contributed in no small measure to the slow pace of work. He promised the Commissioner that the company has the capability and equipment to carry out the project and promised that since they have stockpiled fine aggregate, they would increase the pace of work on the project and meet the time specification.

DELTA STATE GOVERNMENT CONSTRUCT MEGA-ROADS

The Delta State Government has restated its resolve to develop mega-road infrastructure that have multiplier effects on the economy of the state
The Commissioner for works, Mr. Paul Osaji, stated this during an interactive session with media men in Warri. He said contract for the N 9.7 billion dualisation of the Ugbenu- koko road and the construction of the N3.3 billion Abigborodo- Sapele road will soon be awarded.

The Ugbenu-koko road when completed would cater for the Koko Export Processing Zone and open up the Koko port and its environs to improve economic activities.

The Commissioner also stated that the State Government will commence the dualisation of Ughelli- Asaba Road to provide a major highway link for the various ports in the state to ease the transportation of goods and services and improve the social-economic activities of the state.

On Coastal roads, Mr. Osaji explained that the State Government has embarked on a programme to open up a coastal link from Patani with the construction of the Asaba-Ase-Abari Road to ease traffic on the Port-Harcourt-Ughelli Road.

He further stated that the Okpare-Olomu road and bridge has been completed and now awaits commissioning, while the Agbarho-Okan Road and Bridge is almost completed.

The state government has restated its resolve to partner with the federal and local government and private sector in the achievement of infrastructural development in the state.

The Commissioner for Works, Mr. Paul Osaji gave this indication when he received a delegation of the Central Bank of Nigeria in his office today.
Mr. Paul Osaji commended CBN for the on-going area office in Asaba and for being alive to its corporate social responsibility and assured them of government's collaboration in the achievement of their community development effort.

He directed that a six-man joint committee headed by the Director of Urban and Rural Roads, Engr. Don. Umukoro, be set up to look into ways of achieving their construction plans. The committee was given two weeks to submit its report.

Earlier, Architect Nimi Ekine, the leader of the CBN delegation, explained that the CBN has a tradition of carrying out some projects in their areas of operation. He said that they wanted to partner with the state government to carry out some road and drainage projects within the core area around their new office complex. He appealed for collaboration so that the construction plans could come into fruition.

The Delta State Government has assured the Okwagbe and Isaba communities of its determination to complete the Okwagbe - Otutuama- Isaba road project.

The Commissioner for Works, Mr. Paul Osaji gave this assurance recently while on an inspection visit to the project site. He expressed concern about the pace of work on the project and asked the contractor to accelerate work on the project so as to take advantage of the prevailing dry season.

He directed the contracting firm, Woksons Nig. Ltd, to send to his office within one week a comprehensive work programme and all soil test and earth fill documents.

On his part, Professor Godwin Darah, former Chief of Staff to the Delta State Government while commending the state government for the award of the project appealed that the contracting firm should be prevailed upon to accelerate work on the project so that the seven communities in the area could benefit from the use of the project.

Earlier a staff of the contracting firm explained that work was in progress on the project and they were expecting their specialized swamp-buggy equipment so as to commence clearing of the swampy terrain. He assured the state government of the contractor's readiness and capability to undertake the project.

PRESS RELEASE OF FEBRUARY, 2008

Delta State Government, in line with its 3 points agenda, has restated its resolve to provide infrastructural development to the rural and riverine areas of the state. The Commissioner for Works, Mr. Paul Osaji gave this resolve recently at Gbaregolor in Bomadi Local Government area while on an inspection visits to road projects in Bomadi, Ughelli North and South local government areas.

He said that the road projects would impact immensely on the socio-economic life of the people of the areas and open up the riverine communities to more infrastructural development and ensure easy evacuation of foodstuffs and other economic goods to areas where they were needed.

On the 7.2 billion naira 18.8 kilometres Gbaregolor Ogriagbene road project, Mr. Paul Osaji explained that the road which has a 4.6 kilometres spur to Enokorogha community, would be filled with fine aggregate sand dredged from the surrounding river. He said that clearing has started on the road project and asked the contractor to keep to project specification and standard.

Earlier, the Area Manager [Delta State] of the Contracting firm, SETRACO Nig. Ltd, Engr. Elie Tannous explained that all the equipment needed for the project were already at the site and dredging of sand from the river has started. He commended the communities for their co-operation and patience in the course of the construction of the project and expressed the hope that the project would be completed within the next 24 months.

The community Chairman of Gharegolor community, Mr. Chris Agiama also commended the state government for completing the Bomadi - Gharegolor Road and the take -off of the 9baregolor- Ogriagbene road. He pledged the co-operation of the community to the state government and the contracting firm for the execution of the road project. He however appealed for the speedy payment of compensation for economic crops and houses on the right of way.

The Commissioner was also at the 6.2 billion naira Ekuigbo/Patani Road Junction, Market Road to Iyede/Patani Road Junction, Ughelli Dualisation Project where he commended the contracting Firm SETRACO Nig. Ltd for the quality and progress of work at the project.

At the 1.7 billion naira Okpare-Olomu Bridge and Road project where work was in progress with the bridge deck already completed, the Commissioner expressed delight that the project was almost completed. He said that the road was of strategic importance to the people of the state as it would lead to unparalleled socio-economic development in the area and reduce commuting time from Warri to Ughelli and environs. He assured the people that the bridge railings and tarring of the road would be completed before the end of this month.

The former Chief of Staff to the Delta State Government Professor Godwin Darah praised the Delta State Government for the feat achieved so far on this project. He explained that the communities had given up hope on the completion of the bridge project after it was abandoned by the defunct OMP ADEC until the state government took it over. He expressed the appreciation of the Okpare-Olomu and Ughievwien communities to the state government for the quality and pace of work on the project.

At the Agbarho-Okan Junction Road Project where work on the two bridges and the earth-fill was going on, Mr. Paul Osaji explained that the mounting of the beams would start soon and the project would be delivered in May, 2008. He asked the contractor to expedited work on the project the meet the completion time.
