As Governor, I am committed to building a Delta State that works for all. Through innovative programs and policies, we are promoting socio-economic development, improving healthcare delivery, and empowering youth and women. These initiatives are just the beginning, and I am excited about what we can achieve together.I envision a Delta State where everyone can thrive and have access to sustainable, inclusive development. By working together and leveraging the strength of our people, I believe we can achieve this vision.
In life, you never know how fast you can run until you are called upon. In the race of life, better is never good enough. As we walk the talk each day and strive for perfection the best will surely come.

The Governor

Rt. Hon. (Elder) Sheriff Francis Orohwedor Oborevwori (JP) was born on the 19th of June 1963 to the reputable family of Chief Samuel and Mrs Esther Oborevwori of blessed memory.

A native of Osubi in Okpe Local Government Area of Delta State,Nigeria; a thriving town famous for its socio-economic appeal as the airport hub of the twin cities of Warri and Effurun.

Governor Oborevwori had witnessed interesting metamorphosis as a child, youth,student, businessman, community leader, philanthropist, administrator and politician.

Largely self motivated,he embraced the world with humble determination and abiding faith in God.He attended Alegbo Primary school Effurun, in 1977 and proceeded to Oghareki Grammar school, Oghereki, for his secondary school education..

A man with great love for education as the pivot of human development, he went to Ambros Alli University, Ekpoma, Edo State, where he graduated with Second Class Upper degree in Political Science.He subsequently capped his academic pursuit with a Masters Degree at Delta State University,Abraka.

Imbued with eager thirst for knowledge, Oborevwori acquired strategic certificates in leadership development, budget management, legislative competence, personal effectiveness and communication impact.

He was in Manchester Business School, London School of Economics and Political Science, University of Cambridge, Georgia Institute of Technology, Atlanta and International Law Institute,Washington DC, all world- class institutions where leaders learn.

His labour of love for human improvement earned him Fellow of Nigerian Institute of Management and Institute of Chartered Mediators and Conciliators.

A committed seeker of improved lot, he prepared his path early in life, aided by fate. He was the pioneer chairman of Osubi community, (1996- 2003) a glorious era which brought tremendous development to the community.

This selfless dedication to the service of his people motivated them to support him as Councillor/Supervisory Councillor for Works, Okpe LGA – 1996. Given his invaluable social impact, he was appointed Special Assistant on Youth Development to Governor James Ibori ( 2003-2006 ), Special Adviser on Land Security to Governor Emmanuel Uduaghan,( 2007-2010), State Coordinator for the Amnesty programme,(2009- 2010), Senior Special Assistant on Security to the Executive Governor of Delta (2012-2014).

Following his developmental strides in Osubi Community and immense contributions to peace and security in the state, he was conferred with the Chieftaincy title of UKODO of Okpe Kingdom in 2003 by His Royal Majesty, the Orhorho 1, Orodje of Okpe Kingdom.

“Ukodo” bears cultural and spiritual significance beyond a sizzling delicacy treasured among the people of the Niger -Delta. Ukodo in Okpe also means purse. Therefore Ukodo of Okpe relates to a generous person who uses his wealth to cater to the community.

The title is a telling recognition of Oborevwori’s attitude of selfless sharing and matchless generosity, enjoyed by his kindred and all those around him.

A versatile and accomplished personality,beyond political foray, he had distinguished himself as a successful business man with interests in construction, equipment leasing, hospitality and real estate. He earned excellence in his business ventures, through hard work,discipline, financial intelligence and smart dealings driven by integrity and service.

Fortune would always favour the brave. He was elected Honourable Member representing Okpe Constituency at the Delta state House of Assembly (DTHA) in 2015. He later emerged Speaker on May 11, 2017 and occupied the position for about 6 years. He was the longest- serving Speaker of the State House Assembly.

A good team player, he kept the State House of Assembly vibrant, stable and steady, throughout his tenure. His era as Speaker was marked by a robust cordial relationship between the Executive and Legislature, unprecedented in the annals of the state.

In recognition of his leadership acumen and visibility in public office, he was elected national treasurer, conference of Speakers of state legislatures in the 36 states of the federation and subsequently became deputy national chairman of the body.

The defining worth of a good legislator is the number of bills initiated and passed into law. The tenure of Oborevwori as lawmaker and speaker was characterised by a slate of significant bills and motions.A record list of 81 bills were passed under his watch.

As a political leader and philanthropist, he has also maintained a sterling reputation of promoting public charities. He established Sheriff Oborevwori Foundation for the improvement of the material well being of those in his immediate environment and far afield.

The foundation provides scholarships to indigent students,skill acquisition training for youths and women as well as sundry empowerment materials to the generality of the people. These are all aimed at building a generation of achievers and entrepreneurs equipped with self reliance, towards poverty reduction and wealth creation.

In 2018, he empowered his constituents drawn from 10 wards in Okpe Local Government government, with 20 mini buses, four Cars, 10 Tricycles, 20 Hair Dressing Saloon Kits including 20 power Generating sets, 40 Grinding machines, 30 Sewing Machines, 20 Deep Freezers and financial assistance. A memorable occasion that endeared him to his people, for putting permanent smiles on their faces.

Moving ahead from the hallowed chambers of the state House of Assembly, he ultimately ventured into Delta gubernatorial race on Thursday, March 24th, 2022 when he obtained the Governorship nomination form at the National headquarters of the Peoples Democratic Party,PDP in Abuja.

He was elected the state governorship candidate of PDP on May 25, 2022, after he scored 590 votes from a total of 822, in the primary election adjudged as one of the freest and fairest in the political history of Delta.

Rt.Hon. Oborevwori’s triumphant streak continued when he was declared winner of the March 18, 2023 Delta governorship election by the Independent National Electoral Commission (INEC). He secured victory with an overwhelming margin of 360,234 votes.First Okpe man to be elected governor.

He was sworn in as Delta governor on May 29, 2023 at the Stephen Keshi stadium Asaba, the state capital, along with his deputy, Sir. Monday Onyeme .

Governor Oborevwori then assumed office as the 5th civilian leader of the state since it was created on May 27th,1991.

A mainstream grassroots politician and administrator with great passion for humanity,he understands and feels the yearnings of the average man on the street. The noblest of ideal,a simple philosophy that he humbly professes as “street credibility”

In keeping with this ideology, he made a solemn pledge in his inaugural address to serve as governor of all Deltans and he is living his vow with all sincerity of purpose.

A dedicated family man,he is happily married to his life partner, Evangelist Mrs Tobore Oborevwori and they are blessed with children.

Governor Oborevwori is also a pious Christian of Pentecostal denomination, an ordained Elder of the Living Faith Church,(aka Winners chapel).

Realistic Reforms

In consolidating the work already done by the current administration and moving Delta forward, my government shall implement realistic and impactful reforms that will produce long lasting results in line with the tenets of good governance and excellent service delivery.

Deltans should expect improvements in the following areas;

Public Service Delivery

The success or otherwise of government policies and programmes depend largely on the efficiency and effectiveness of public service delivery. For this to happen, competence, commitment, and character cannot be compromised. Therefore, my reforms will be targeted at achieving a skilled workforce that will lead to higher productivity.

Sustainable Agriculture Sector Reforms

  • Development of Agricultural value-chain to improve productivity and competitiveness in areas of comparative advantage.
  • Harnessing Agricultural value-chain for food security, job, and wealth, and export promotion.
  • Promotion of market oriented agricultural production systems and sustainable linkages between Agriculture and Industry.
 
 

Investor Sector Reforms

There shall be deliberate efforts to:

  • Create a conducive business environment.
  • Determine critical industries as growth poles for intervention.
  • Establish templates for intervention.
  • Improve the processes and mechanism for facilitating private sector investments.
  • Place emphasis on Gas, Creative Industry, ICT and Agriculture Value-Chain.

Accelerated Industrialisation and MSMEs

It goes without saying that industrialization and the growth of MSMEs hold the key to building a strong, resilient economy that will stand the test of time, aside from the huge job creation potentials they portend.

Delta State has the highest gas deposit in the country, I shall evolve policies that would enable my administration take advantage of this to expand the economy.

Financial Reforms

  1. Emphasis on driving internally generated revenue -IGR:
    • Review existing IGR sub-heads for viability.
    • Create new ones given the dynamism in the operating environment especially with the increasing strategy of OICs to outsource a lot of their contracts. We shall track and legislate on them.
    • Pursue the process of professionalising BIR for result through the right structures and recruitment in line with best practices.
    • Expansion of the tax net to include a lot of our informal sector participants that have benefited from the numerous state empowerment interventions. Structures will be put in place to pursue that.
  2. Continue to track through professional means our hidden/diverted oil resources with a bid to recover them as currently being done by the present administration
  3. Investments:
    • Gas is the future of energy. We shall pursue investments in this area with high return potentials to boost our earning capabilities as well as other job creating potentials like the current laudable FLNG investment by DTSG.
    • Solid mineral subsector in critical mineral resources under PPP to boost revenue. Examples Kaolin, Selica etc.

Enhanced Peace and Security

 

Peace and security create the right atmosphere for social and economic life. The rest development agenda cannot materialize without deliberate and sustained prevalence of peace and security. Therefore, I will deploy all necessary resources, energies, collaboration, partnership, stakeholder engagement, consultation, and dialogue in ensuring that Delta State remains peaceful and secure for its citizens, residents and local as well as foreign investors. I will adopt a governance approach hinged on equity, fairness, and inclusiveness.

Other major initiatives under social development are:

  • Build on mechanisms for early warning signals, conflict prevention, conflict
  • resolution and conflict control.
  • Engage with critical stakeholders such as traditional rulers, community leaders, youths, women, etc. to maintain peace and resolve conflicts.
  • Create platforms for cultural exchanges between communities.
  • Establish and maintain channels for policy and programmes feedback from the grassroots and stakeholders.
  • Engage youths in productive and gainful employment to mitigate youth Restiveness.
  • Collaboration among all security agencies in the maintenance of law and order.

I am determined to ensure that we embark on developmental initiatives and projects that have signifi cance and purpose. They must immensely contribute to our desire of positively moving Delta Forward.

COMPONENTS OF MEANINGFUL DEVELOPMENT

Economic Development

Even though crude oil and gas accounts for the bulk of government revenues, agriculture and services subsectors constitute the employment and livelihoods of the people. Consequently, my economic development focus will be on improving the productivity of the non-oil sector, which is the sure pathway for prompting economic growth, tackling unemployment, and achieving inclusive progress. Our major initiatives under this component will include:

  • Growth Facilitation of Agriculture/Agribusiness and Services Subsector as well as
  • Regional Economic Potentials.
  • Creation of Gas-based Industrial Parks and Attract Manufacturing Companies
  • dependent on Gas as Feedstock.
  • Boosting Private Sector and PPP Ventures, Attracting Investment and Employment.
  • Enhancement of the State’s Economy while creatively growing new areas.
  • Promotion of MSMEs.
  • Improvement on IGR Generation and Creation of Social Safety Nets.
  • Improvement of Working Conditions and Establishment of Effective One-stop
  • Shop (OSS) for Investors to Mitigate Bureaucratic Delays.
Environmental Sustainability

Environmental development and sustainability is an important aspect of my development agenda. By circumstances of its location characteristics, Delta State is prone to several environmental risks, particularly coastal fl ooding, rainwater fl ooding, waterlogging, overfl owing of rivers and others. If not mitigated and tackled, these environmental threats can negatively impact economic activities and livelihoods of people. The policy objectives are to prevent and control environmental risks and related threats, remedy degradation from oil pollution and mining, improve waste management for better public health and environmental sanitation in urban and rural areas and make waste management more effi cient, effective and sustainable. To achieve these objectives, the policy measures will include:

  • Progressive development and enhancement of the ongoing storm drainage.
  • Care for the Environment to have Cleaner Air and Effective Climate Change.
  • Proper Waste Management, Reduction and Conversion/Recycling and more efficient use.
  • Modernization and Beautification of our Environment.
  • Identification and sustenance of all floodplains and prevention of obstructive
  • Deliberate strategy to manage pollution arising from oil spillage and mining activities.
Human Capital Development

The goal is to develop and mobilise human capital for maximum social and economic development.

My human capital development efforts will be geared towards achieving tremendous and sustainable youth-focused investments for employment and wealth creation. The objective of this component is to strengthen youth development and empowerment, improve participation and competitiveness of youths in the new economy including digital economy, ICT, creative industry, innovate crafts, sports, etc. as well as foster the community and networking of youth entrepreneurs for enterprise growth and resilience. Major initiatives under my human capital agenda includes:

  • Boost Labour Force Productivity.
  • Increase Youth Development, Empowerment and Productivity Programmes.
  • Develop and Expand High Quality Training Opportunities.
  • Improve Labour Market Flexibility.
  • Incentivize Private Sector Employment.
  • Nurture and Manage Human Resources.
  • Establish mobile skills training centres (school-on-the-wheels) to expand access to skills training and reduce costs of establishing training centres.
  • Establishment of MSMEs clusters through provision of shared (common) infrastructure and facilities for youth entrepreneurs.
Infrastructure Development

Physical infrastructure is a powerful enabler of production, economic and social life. Good quality infrastructure such as roads, bridges, power/energy, water, housing, and related facilities provide conducive environment for economic activities, businesses and investments. Efficient and reliable physical infrastructure diminishes the cost of business operations and make production activities easier and smoother. Major initiatives under this component will include:

  • Provision of efficient Energy, Electricity and Water Supplies.
  • Rehabilitation and Construction of various Transportation Infrastructure like Roads, Bridges, Jetties etc.
  • Development of ICT, Science and Technology Sectors.
  • Set up Industrial Parks with necessary facilities.
  • Support water transport systems in riverine areas by building jetties and providing vessels under public private partnership (PPP).
  • Development of affordable Housing across the Senatorial Districts.

I will run an open, transparent, and responsive government where there is shared prosperity, and everybody has a sense of belonging. My government will open a website of limitless possibilities for the success, happiness, progress, and socioeconomic wellbeing of all Deltans.

Equity and Fairness

As a detribalised Deltan, I understand the need for fairness, equity, and justice in a  multi-ethnic state like ours. At various levels of leadership, I have proven myself to be a bridge builder with the carriage, comportment, and charisma necessary to inspire confidence and bind the various ethnic nationalities together.

Under my administration, no group of people will be discriminated against in political appointments and the allocation of projects. There will be equal opportunity for all, while merit and excellence will be actively promoted and rewarded.

Engagement with Stakeholders

In pursuing our MORE agenda, there shall be regular stakeholders engagement to ensure that policies and projects are based on needs assessment. I am a firm believer in the bottom-up approach to governance hence inputs will be regularly sought from grassroots organisations, traditional institutions, socio-cultural groups, youth organisations, religious bodies, traders, market women, artisans, and professional bodies in formulating government policies and programs.

Overall, I believe that we are stronger together. So I am determined to enunciate strategic initiatives that will bind the diverse ethnic groups of the State into a unified, coherent force.
