Secretary to the State Government
A Banker, Financial Consultant, Entrepreneur and a Public Servant, Dr. Kingsley Eze Emu had a distinguished career in the private sector spanning over 23 years and (as spent almost 12years in the Public Sector till date in Delta State. He was one time Commissioner for Commerce and Industry (2011-2014) and Economic Planning (2015-2019), Chief Economic Adviser to Delta State Governor (2019- May 2023) and currently Secretary to The State Government (June-2nd-Date).
Dr. Kingsley Emu who hails from Owanta in Ika North East Local Government of Delta State, holds several degrees including Bachelor of Science degree in Sociology, Masters of Science degree in Industrial Sociology, and a Masters in Managerial Psychology (MMP) all from University of Ibadan. He earned an MBA (Marketing) from ESUT Business School, Lagos, and holds a Doctorate degree in Management from University of Phoenix, Arizona, USA, a certificate in Public Policy from Harvard Kennedy School, USA and a Goizueta Management Certificate in Leadership.
As part of his professional and developmental improvements he has completed the following courses:

Prior to his appointment by the Delta State Government , he was in the banking Industry for 21 years. He started his banking career from the Central Bank of Nigeria (CBN) 1989, through Merchant/Investment Bank (Group merchant Bank; Fidelity Merchant bank; Merchant Banking Corporation-MBC, International Merchant Bank IMB; and Commercial banks like Universal Trust Bank, Fidelity Bank PLC, Fin Bank PLC).
During the 21 year sojourn in banking, Dr. Emu worked in credit and marketing, remedial assets, Investment and Treasury departments. He was division heads of Treasury and investment banking, credit and marketing, Retail and e-banking and Remedial services. He resigned in 2010 as a Group Executive in charge of Retail and e-business at Finbank before their merger.
As Honourable Commissioner for Commerce and Industry: ●He led the development of Industrial policy of the State;
●Introduced the policy of modern markets in rural areas to promote trade and commerce;
●Facilitated the establishment of rural industries in the three senatorial districts (the fish feed mills)
●Promoted Industrial estates
●Member of State Economic Council
As Honourable Commissioner for Economic Planning
●Team lead that initiated the concept and adoption of Medium Term Development Plans as a compass for the economy
● Diligently supported government fiscal policies by ensuring compliance and budgetary discipline
●Responsible for compliance with the content of the budget in line with best practices
●Responsible for timely preparation and delivery of the State’s annual budget
● Chairman, Steering Committee of Delta State award-winning Job and Wealth Inter-Ministerial Committee
●Chairman, State Economic Management Advisory Team
●Member, State Executive Council
As Chief Economic Adviser to The Governor
● Primarily responsible for the Multi -Purpose Youth Center, Egbokodo which is a multi-billion naira Youth skills acquisition center (JV with UNDP)
●Unlimited Advisory on all MDAs on economy
●Chairman, Economic Management Advisory Team
●Focal person on Gas to Nigerian Governors Forum, Presidential initiative on Gas and Nigeria Gas Expansion Program of NNPC
● Monitor activities of all Job and Wealth creation activities in the State and provide Advisory to the Governor
● A member of all special projects completion committee
●Chairman, Kwale Industrial Park Implementation Committee.
●Member, Agro Industrial Park Implementation Committee
●Member of all critical committees on Economy in the State.
His core competences are in Leadership, Policy formulation, Treasury and Financial Services and Product development; credit and marketing and Project Execution. He is a good team player.
Dr. Emu is a Technocrat, politician, a committed community activist, a Mentor, a Christian, an avid golfer and he is married with children.
INTRODUCTION AND MANDATE
The Office of the Secretary to the State Government monitors and coordinates the implementation of general policies and programmes; serves as frontline advisory organ of government, drives policy formulation, harmonization and implementation and monitors institutions of governance.
As the Engine Room of the State Government, it is the Centre of administration and policy-making as it oversees the implementation of decisions, policies and programmes as well as operations of MDAs.

GENERAL FUNCTIONS:
In general, the functions of the Office of the Secretary to the State Government includes but not limited to
the following:
- Serves as Cabinet Secretariat;
- Coordination of the activities of Ministries and ensuring follow-up actions in the implementation of Government decisions by Ministries/ Extra-Ministerial Departments and other agencies of Government;
- Attendance of State Executive Council Meetings and ensuring implementation of decisions/policies arising therefrom;
- Allocation of Office and residential accommodation to political office holders and furnishing of Office accommodation allocated to them;
- Responsible for setting up Administrative Tribunals/Commissions of inquiry and Constitutional matters;
- Awards of Titles of Honour and Decorations;
- Relations/Liaison with the Federal Government, and other States, external Organizations and other bodies not specifically assigned elsewhere;
- Responsible for National Youth Service Corps and its programmes in the State;
- Supervision of the Liaison Offices;
- Monitoring of the Community Development Committees; and
- Relations with the following bodies:
- Public Complaints Commission,
- Code of Conduct Tribunal,
- Independent National Electoral Commission,
- Code of Conduct Bureau.
